SAAS solution - foundation setup

I need a reliable freelancer/partner to setup & develop a SAAS application.
The first step in a larger project is a hello-world-foundation with safe authentication (Google framework for login & password, recovery functionality, etc...) , a multi-tenancy db, and devops setup with tests & pipeline
Tech Stack:
Front-end: Angular js, Material Design
Backend: Node.js/Firebase
Database: Google Cloud SQL MySQL/PostgreSQL
I insist on maximal serverless devops & cloud native usage of Google Cloud services: IAP & Firebase authentication, Google cloud db, Google Functions and/or app engine, Cloud run, ...
Note: data must be stored in Europe-Belgium datacenter of Google,
