Revise a React/strapi website and backend data process

I have a react/strapi website that needs some backend/frontend changes.
Background:
data is stored in strapi and web code is react with node.js. ios and android apps use the data stored in the backend. The system allows users to set up locations for testing. At each location they specify how many tests (stations) a user has to pass in order to be given an entry pass. Users scan the location QR code to get started, then scan a station QR code at each station to test. This system is already built and working well, integrating with ios and android apps that the people use on their own phones to get tested at the location.
Right now there is a manual setup process where site admins input responses for about 20 fields to create a new testing location (to set up all the prompts that the user gets on their app as they go through the testing).
Changes Requested:
1. Switch to template location creation
a. I would like to have a standard template location with standard defaults for those 20 or so fields created
b. add a "create location" button that generates a new location by only asking them for the location name, number of stations, and what to do if the user fails the test, then have it auto-populate the rest of the fields from the template.
c. Also need to create an admin login where the admin can update the standard default text/choices for those 20 or so fields that make up the template.
2. Switch to standardized QR code for each scent
a. Right now the site admin has to manually select the correct smell for each station and put it into the website backend, which then generates a QR code to be placed at the testing location for each station. The user then scans that QR code and answers the test. This means that to change the answer the site admin has to manually log in and change the answer. We want to create a set of about 12 standard scents with standard QR codes which have the correct answer embedded in the QR code and are put on stickers. That way to switch things up for repeat testers, all they have to do is put a new QR code sticker on the testing station and don't have to make any database changes.
b. We need the backend system changed to record these 12 or so standard scent QR codes and the correct answers
c. Need to change the current location setup to stop generating a new QR code for each station, but instead read the standard QR code answers and grade the user based on those.
d. Additionally, the current backend generates a new QR code for each location station, but I want it to stop generating those codes and instead use the standard QR codes for the 12 scents developed above.
3. Generate PDFs location and stations.
a. When a new location is created using the template and button devolped in #1, the system should generate and have download links for PDFs that can be printed out and used as posters for the main location and each station.
b. Location PDF would have the name of the location and its QR code as well as standard instructions: “Scan the following QR code to download the F.A.S.T. App (insert QR code that goes to android and ios app download). Scan the QR code below in the F.A.S.T. app to get started. Answer the questions and follow the instruction in the app”.
c. Depending on how many stations the user selected, generate a PDF for Station 1, Station 2, etc. that simply says “Station 1”, “Station 2” etc. in bold large print to be printed out as a poster. And also includes our standard “Instructions for use: Please scan the QR code on the automatic hand sanitizer dispenser below, dispense hand sanitizer into your hand and smell it, then select the correct scent in the app.
