Nursery Registration Web App or IOS App -- 2

We are looking for an application which can assist on our invoicing system. Here is an overview on what we need the app to do:
• To allow staff to enter children's attendance
• To be able to edit the entries
• To run application reports
• QuickBooks API Lookup
• To export invoices in the format QuickBooks can accept. This will be via CSV Export and API Export
• We would like the app to be compatible with Desktop, Mobile and Tablet.
• Can be an app or web application - happy either way for the best solution.

This project had already started, but we encountered a developer on Freelancer who lacked English, didn't know the meaning of validation and seemed to want to charge for everything mentioned rather than understanding what was agreed upon from the beginning. This application is to help a small family-run nursery where we spend hours generating invoices manually. With the help of a good freelancer, we can build an app that will automate this for us and give us time to spend with our own family.
