NodeJS expert for a perosnale project

The budget as should be for 1h work and would be 50€ but I'm open to discussing if that seems too low.
The project is a personal learning task I'm trying to learn the best way to do things in NodeJS and ExpressJS.
The help I need is to solve the problem I shared in the repo to understand how should I solve something like this by passing all the test cases.
The task is, therefore, to solve the problem and run 'npm run test' and if all pass is good.
I'll require:
1. Small comments in the solution to let me understand the right flow. Like comment what that particular thing does. I want to learn so I need to understand.
2. To send me a copy of the recipes.js file to not push to the repo directly
3. make all the tests pass 100%
