Node.js SOCKS Proxy for making whois.lookup

I'm looking to commission a developer who can proficiently implement a SOCKS proxy using node.js for the whois protocol. The primary use of this proxy will be to anonymize internet traffic.
Primary Requirements:
- Basic level security is sufficient for this task. This does not need to be overly complex security, but it should be enough to make sure the proxy runs reliably and effectively.
I need a developer with a solid understanding and experience in node.js, proxies, and handling dedicated servers. They should be able to implement the proxy effectively, ensuring it anonymizes internet traffic efficiently and reliably. Prior experience setting up and handling SOCKS Proxies would be an added advantage.
