Need to create a boostrap website as given below

Attached is the front end of the image.
Action -1:
If I select the **Tech drop down** then corresponding articles & related tags should be visible.
If I select the ** Role Drop Down** then corresponding role specific articles & related tags should be visible

Action -2:
After articles display, on the right side if I select any tag, then only that tag related questions should be visible on page.

Action -3:
When I Click on article heading then it should open a pop up page & show the content of it.

Note: Article heading may contain more than one description.
Example
Article heading has description 1 & description 2 & description 3

When I click on Article heading, In popup, it should show any one description randomly.
Once clicked

2nd time clicked
Article heading
Description 2

Tech stack,

We can go phase wise:

1st DB collection representation - how many collections & storing data appropriately for applciation retrieval
2nd Front end pages ready
3rd admin section to add & remove & modify the data
