Need a Node.js Google API

Hi, I need an API which will receive city, date and duration (in hour) as parameter and returns available sun shining cities near that city.
the steps are these:
1. Retrieve the cities that are at X Hours from the given city chosen in the form in airplane or car
2. Filter the cities to get cities only cities where we have a good weather at the given date.
If you can do this, please right "google expert" at the top of your bid.
