Need an Experienced Programmer to Make Animation Brushes

I need an experienced programmer who can make some brushes that can animate part of the still image. Users can upload an image and then uses any brush mentioned below and then export the output as MP4/GIF. Please see the attached video.
For example, the Wave brush can animate the water flowing in river/lake or sea in a still image, the Stream brush can animate the water of a waterfall or stream, the Fire brush can make animation of fire in a still brush etc.
I need all the brushes shown in the video plus Blink brush so that images of candles/car lights etc can be shown as blinking.
You can also make animation library that can add gif file on still image, position and resize it and then download it as GIF/MP4.
I need full source code, co pyr ight and server installation. I have shared Linux server and VPS also of Hetzner.
