Multivendor Handyman Mobile Apps (user ,provider admin Panel and a landing page)

We need to build Multivendor Handyman Mobile App.
Our Budget is 15,000$
We have a basic design that needs modification to achieve the design user flow.
We need (deliverables) :
1-Admin Penal
2-Service Provider App (android and apple)
3-User/customer App (android and apple)
4-Uploading both apps to google and apple stores
5- landing Website
Tech Stack (suggested):
frontend == flutter
backend == node Js
database == PostgreSQL
admin penal == bootstrap (willing to change)
Server == AWS
source code storage == GitHub
payment gateway == Stipe and Zain Cash
Amazon Rekognition (so people will not upload improper pictures )
other APIs as needed.
Apps language == Arabic and English
Admin Panel Langauge == English
OTP SMS == TBD
Challenges:
1- Update user flow to make it easy.
2- the app will be free for users however there should be tiers for Craftsmen (what are the different tiers and what do they include)
3- The ability to advertise for different people in different locations of the app (to be discussed)
4- what is the cost of future development, upgrades, or adding new features?
5-Arabic is the main language for the app.

1- Please note that the budget is an actual budget and it is not a placeholder.
2- We need to add as many analytics as possible to the admin dashboard to help us understand the project and make future decisions.
