Looking for a firebase expert to help us out with a bug with firebase storage.

About a month ago my google account was suspended. The suspension has since been lifted but this gmail had a ton of firebase databases tied to it. 1 in particular has given me a massive headache. For whatever reason the when we try to re initialize the database we get this error (see first attachment).
I've been in contact with firebase and they've been entirely unhelpful. They've asked me to appeal my suspension in gcp which we did and the suspension was again lifted with gcp this time. But my storage still won't initialize. I'm now being told that the gcp account who's suspension was lifted was the wrong account. Now that makes 0 sense gcp accounts are automatically generated when a firebase project is created. Both projects in firebase and gcp are called Panelflex but the the project numbers are different. Logically it should be that project in gcp because it's the same gmail as my firebase project. I also know I'm not selecting the wrong Panelflex project in gcp because there's only 1 (see attachment).
I need someone who knows firebase and gcp like the back of their hand. This should be a relatively easy issue but it's been a huge pain in the ass the faster this can be solved the better we have a website connected to that firebase project and the websites been up with no images for over a month and it looks very bad.
