Job Career portal website and mobile optimizations

I am looking for a Full-stack developer who will be able to develop from scratch a website according to the characterization, the instructor is a zip file (I will send the file upon request).

REQUIREMENTS:
5+ years of recent proven experience with the development of Single Page Web applications
Backend -
Mastery of back-end programming languages: Javascript, node.js
Frontend -
Mastery of front-end programming languages: 5+ years of Angular/React
DB -
Mastery of database: Mysql or similar
Mastery of Python for security automation
