IoT programming for web based Front End

We have an IoT Device collecting Data through Modbus serial/TCP from various devices. We want a developer who can make a web based front end for visualization & control along with data analysis through trend & report. Also need to link the SMS API for customed acknowledgement for the customer. Node Js/ Vue Js/ .Net will be the preferred language for this project.
