Improvement of a social chat APP and release to Play and Apple Stores

Developers need to have flutter/socket.io/node.js/php/MySQL skills and be able to complete the front-end of the APP and the back-end of the admin panel.
This is a social chat APP project that has completed version 1.0 and released to the Play Store and is currently in the review period. We planned to build the ipa file to replease it to Apple APP store, but we think we should upgrade it to version1.1 and then release it to Play and Apple store.
Milestone 1: finish several improvements, and produce apk-1.1 and ipa-1.1; after they pass our testing, the developer releases them to Play Store and APPLE APP Store and pass their review.
Milestone 2: more improvements to be down to build version2.0. Developer needs to release version 2.0 to Play Store and APPLE APP Store for us to release and pass through review.
When the developer completes the current milestone and passes our testing, we release 60% funds of the current milestone, the remaining fund is released after the app is released online in Play and Apple Stores.
We own all intellectual property rights to the project, including all development materials and source code.
