Hosting Solution for Node.js/MongoDB WebApp

I'm looking for an expert in web hosting, particularly with Microsoft Azure, to help me run a payroll software/webapp developed with Node.js and MongoDB. I haven't seen this app in action yet, as I only have the zipped source files and need a quote for hosting costs.

Key tasks include:

- Setting up the hosting environment on Microsoft Azure.
- Unpack and install the Node.js/MongoDB webapp for testing.
- Guide me to understand the functionality of the software for cost evaluation.
- Provide a detailed hosting cost estimation.

The ideal person for this project possesses:

- Proficient knowledge and experience in Microsoft Azure.
- Extensive experience with Node.js and MongoDB software deployment.
- Good communication skills to explain the app's functionality clearly to a non-developer.
