Energy Meter to REST Server API

We want to read energy meter via REST/API ( Using PostMan for testing)

So, we need someone can make conection to energy meter via com port and collect the data and then served it as api/ rest server, so we can test to get energy meter datas via postman.

The energy meter is have specific protocol.
