Deploy the backend on GCP and guthub runner

It is a node backend project.
Repository is hosted on github,
I need to achieve CI/CD.
Project is utilizing private npm packages.

Docker setup
Dcoker container to be setup, that will include two service
1) Backer service
2) Mongodb

Github runner setup
1) Code can be mergered only when code coverage is above 85%

GCP setup
Upon pushing code in master branch, it shoul build susccessfully and get deployed on google app engine.
