Cross-Platform Custom Messaging App Development - Phase 1

I'm seeking an programmer proficient in Vue.js/React and Node.js to create a cross-platform application for both mobile and desktop. The core feature of the application is a custom message creator with specific functionalities.
Mobile/Desktop Application using Vue or React with node.js
Purpose: Allows a user to create a custom
message by selecting a template, images, background colors and providing text -
that can be sent via email or text.
I. User selects a template
-- Template provides places where message elements(images, text) will be positioned.
-- New templates can be easily added.
II. User selects a background image or color
-- Application will provide a small gallery of background images for selection.
-- User can also option to select a background color.
-- New images can be easily added.
III. User selects one or more images
-- Application will provide a small gallery of images for selection
-- User can drag and drop image to appropriate area on the template
-- New images can be easily added.
IV. User can provide custom text and resize the text.
V. User can view the custom message as they are creating it.
VI. User can select an option to email or text the new custom message. No coding necessary at this time.
VII. Application must work on mobile and desktop.

You will be paid for additional functionality in next phases.
