Creating simple user dashboard (low budget)

Hi. I would like to develop customer management dashboard.
samples are ready and i would like to request excel function (upload/download)
I will manage all data by excel as well so all data will be updated by excel too.

you can use any tech but i prefer react + node.js.
I don't care if you can make quickly with good performance.
