Complete and Run Incomplete Web Project

Hello, I’m looking for a developer to help me finalize and launch a website project. The site was originally being developed by another freelancer, but after I completed the payment, the developer disappeared, and now the project no longer runs locally using npm start. The website is not yet hosted anywhere, as even the local environment doesn’t work.
