Admin Dashboard Development & Long Term Work

To whom it may concern,
Current task:
I am looking to develop an admin web dashboard.
This job will be an incremental job where I will assign one task, if I am happy, I will further hire for current and future jobs.
This task will depend on external API calls and sync.
API fetches data, data is stored and synced in the backend.
Data is further filtered to display in the frontend view.
The website will be hosted on WHM/cPanel.
API will be provided upon discussion prior to awarding.
Current Requirement:
Implementation requirement: MongoDB + Node.js + Vuejs theme mentioned below
1. 2FA Login setup
2. Two-tier access: Super Admin & Admin
3. User Management Tab
4. Example Frontend page with fetched API data and display with basic filter or search function

Important note!
I will only consider custom-written bids.
I care about functionality, not design at the moment.
The template provided should be more than enough for now, so make your bids based on implementation work.
Please provide me with your solution on how you plan to maintain a sync of 15,000 rows from the API.
API is rate limited to 100 rows per API call and 45 calls per second up to 300 calls per minute.
PS: Looking for a long-term strategic partner for my current and future needs for personal and business use.
