I need a custom VPN that reliably slips past Iran’s current censorship and rolling blackouts while still delivering the low-latency performance gamers expect. The very first release only has to run on Windows, but the underlying solution must be architected so I can add other devices later without starting from scratch.

Core objectives
• Bypass all known DPI and filtering techniques now used inside Iran, with automatic fallback to obfuscated tunnels when the network tightens.
• Hold a fast, stable route suitable for real-time gaming sessions—think consistent ping, not just raw bandwidth.
• Allow one account to sign in from several devices at the same time (family or LAN-party-style usage).
• Provide a simple Windows client (installer or portable) plus the server-side configuration files/scripts so I can spin up extra exit nodes as needed.

Acceptance criteria
1. Connection tests from within Iran show unthrottled access to game servers and blocked websites during peak restrictions.
2. Round-trip latency remains comparable to popular commercial VPNs that still work in the region (we’ll set exact numbers once we’re talking).
3. At least three concurrent device log-ins succeed on a single account.
4. Clear documentation covers server deployment, key rotation, and how to extend support to additional platforms later.

Feel free to choose the best stack—WireGuard with custom obfuscation, Shadowsocks-based transports, or another protocol mix—as long as it meets the above benchmarks.
