Advanced Ruijie Router Subnet Setup

Project Overview
I need an experienced network specialist to configure a new Ruijie Reyee RG-EG310GH-P-E Router to serve a small college network supporting approximately 100 concurrent users (students, staff, and guests).
The configuration must focus on security, user isolation (VLANs), and bandwidth management to ensure a stable learning environment.
Core Configuration Tasks (Required)
This work requires expertise with the ReyeeOS platform to ensure an optimal and secure setup:
Initial Setup & Cloud Integration:
Secure initial access and set a strong administrator password.
Connect the device to the Ruijie Cloud / Reyee App for remote monitoring and management.
Perform a firmware update to the latest stable version.
Network Segmentation (VLANs):
Create and configure a minimum of 3-4 VLANs to isolate traffic (e.g., VLAN configuration and DHCP scope setup for each):
VLAN 10: Staff/Admin Network (High Priority)
VLAN 20: Student Network (Standard Priority)
VLAN 30: Guest Network (Highly restricted/Lowest Priority)
VLAN 99: Network Management/Infrastructure (Separate subnet for the router itself and any managed switches/APs).
Configure the router's LAN ports as Trunk Ports (802.1Q tagging) to connect to downstream switches/APs, ensuring proper VLAN tagging for each segment.
Security and Access Control:
Configure Inter-VLAN Security/ACLs to prevent students/guests from accessing the Staff/Admin network or the Management VLAN.
Implement Malicious Attacks Defense and ARP binding as supported by the router.
Bandwidth Management (Flow Control/QoS):
Configure Smart Flow Control and Application Priority based on user groups and VLANs.
Set up simple bandwidth limits (Rate Limiting) for the Student and Guest VLANs to prevent resource hogging (e.g., high-speed P2P downloads).
Prioritize key educational applications/services (e.g., video conferencing for online lectures).
Optional / Advanced Scope (To be quoted separately)
Multi-WAN/Failover: Configure a second WAN port (if available) for intelligent load balancing or failover redundancy.
VPN Tunnels: Set up a secure Remote Access VPN (L2TP/IPsec) for key staff to access the Admin network remotely.
Content Filtering: Configure basic Website Filtering and App Blocking policies for the Student and Guest networks (e.g., blocking illegal torrents or inappropriate content during school hours).
Requirements
