Development of Open-source NMS for 10k Devices

I'm looking for a skilled developer to create an open-source Network Management System (NMS) capable of monitoring up to 10,000 devices, predominantly routers and switches.

Key Requirements:
- Primary function of the NMS should be device monitoring.
- The NMS should support SNMP for device monitoring.
