vpn project with vps servers

I'm looking for an experienced Freelancer to provide a project to build a Virtual Private Network (VPN). The project will require a Multi-Server Cluster architecture. The specific encryption protocols are not determined yet, so I am open to suggestions depending upon the Freelancer's expertise. Furthermore, the authentication needed will be Username/Password.
