I need a VPN expert

I need a VPN expert who will be able to provide a VPN that works in Turkmenistan. It should be noted that the Government is also working on blocking VPN services. Hence I need an expert who will be able to make sure that the VPN is continuously operating. I am prepared to pay by monthly instalments for the service.
