I need a Recource Planner

Hi ,
We are deisgning Wi-Fi compatiability zones for all the areas within the white lines listed below in the images.

We need WiFi coverage throughout the entire area in those white lines so that anyone in those towns who's outside can connect to the Wi-Fi

The measurments are in the images for the sizes of the areas

We need the equipment to install it.
We have the labour but just require the equipment

I need to know exactly what equipment we need for this project and how much of each piece of equipment we will need.
(Eg. 10,000 routers , 500 access points , 50 Cell towers) ect ect
