connect ip camera to the laptop

I bought a HIKVision 2MP IP camera. I am not able to connect to my laptop. I was able to detect when i connect it to my internet but was not able to view the feed on the browser. We need to make it an RTSP stream so that we can watch from anywhere. I should be able to use mobile data to connect to the IP camera
