Ubiquiti Thoughput

I have a Unifi network consisting of a USG-Pro-4 and 2 US-48-750W switches. I have 2 Internet service providers. the first is a Fiber company with a DL speed of 450 Mbps Symmetrical. The second ISP is Comcast with a 300 Mbps Download and 25 Up load speeds. My issue is that currently I am only getting a less than 2 Mbps down on either ISP connection. Then have both tested there modem devices and signal is fine. to my USGpro4 gateway. but at the windows device it is the 2 Mbps speed. So the issue has to be in the Unifi network firewall or switches topology. In testing I have swapped the USGpro4 with a EdgeP6 ( ER-6P). That had no change in the result.
