USB Dongle Connection Fix

I need help connecting USB Huawei E173 dongles via a 60-port and a 100-port hub to my desktop.

Current Setup:
- Added a 4-port PCI with 4 controllers
- Some dongles connect, others do not
- Some dongles show up as CD-ROMs

Requirements:
- Diagnose and resolve connection issues
- Ensure all dongles are recognized for device management
