Tiered WiFi network

We are looking for an experienced networking/system administrator to build a tiered network for us.

We want to offer 4 Tiers Free, Basic, Advanced, Pro plans to our customers with bandwidth restrictions.

We currently have our WiFi setup with UniFi and Ruckus AP's.
