Solution .. UDP2RAW?

Hello,
Think We are living in a country in Middle east.... we have servers and we have Run OpenVPN UDP/TCP + Cisco Anyconnect + L2TP on them. also on some of them Wireguard and Outline... everything was ok till last 10 days.
from 10days ago till now Government can find OpenVPN , Cisco Anyconnect and L2TP Servers. then they Block the Server IP Address !!! nothing work anymore... SSH , tcp , udp icmp , ping .... they Blocking the IP.
Well I think they can Read UDP header packets right? because we changed IP then they blocked after two day!! then re change then re block another IP ....
Is there any way available to hide UDP packets from them?
