Set up workstation for 3 remote users.

I need to set up a remote access workstation for 4+ users. I understand it should be a virtualized environment on a single PC. The users need Windows and an efficient remote access setup. The resulting solution should have plenty of performance for heavy but not unusual in-browser workload (multiple tabs at the same time, multiple browsers, lots of activity).
Ideally this job would consist of 2 parts: first a consulting session to establish what needs to be done and what would be the best way to do it, then execution. The job needs to be done remotely, we will provide the required hardware and whatever remote access is needed.
