Raspberry Pi WLAN Multi Configuration -- 2

NOTE: THIS JOB IS FOR ONLY A FEW HOURS... FREELANCER IS NOT LETTING ME EDIT THAT AT POSTING.. THIS TASK SHOULD TAKE BETWEEN 1 AND 3 HOURS MAX, AND THAT IS ONLY IF WE GET TO THE BECOMING A HOTSPOT TASK. JUST SETTING UP WIFI DHCP IS A FEW SIMPLE LINES OF CODE.

We currently have Raspberry Pi Zero W setup with static IP address and automatically joins a Wifi SSID via the wpa_supplicant.conf file, and static IP is in the dhcpcd.conf

We want our Raspberry Pi Zero W to join a "preferred" WIFI network automatically, and get a DHCP address (so we need to change our config from static to DHCP.

Then we want to list a "secondary" WIFI network to automatically go to if the "preferred" is not available.

We configure nothing currently in the interface files.

We would like to make the change so it auto joins preferred and if not available it looks for secondary, and also we can use desktop to pick another network and join manually. All should use DHCP.

The previous are mandatory for the project, the final goal would be "if none of the WIFI are available, that the Pi Zero advertises itself as a hot spot. So, first check for preferred WIFI, then check Secondary WIFI, then if not available, become a hotspot that has been configured with an SSID and password so others can join the Pi Zero. This would require a static IP for the Pi when it becomes a hotspot and DHCP for any clients that would join. We do not need to route any traffic, the Pi is the destination so once connected they will use HTTP and SSH to work, and no routing required. IP would be 192.168.1.200/255.255.255.0 for Pi and DHCP pool would be same but 201 to 215.
