Network bandwidth issue generator

A software solution to:
- introduce network bandwidth issues during reception of live video streams. (The received streams should be playable on VLC.)
- Host it somewhere to stream live over the internet or local
- software switch (or router or ethernet ports ) where bandwidth can be adjusted to create issues in video streams.
Note:
(ffmpeg is used to stream normal HD video files (h265 - 720p, 1080p).
