Network Issue Resolution for 443 and 403 error Server Expert

We have critical issue where all services on our dedicated server, including all of our websites and webmail, are intermittently inaccessible for users located in Ireland(mainly).This problem affects every domain hosted on this server.
Our clients in Ireland are experiencing a range of errors, including "site can't be reached" (connection timeouts), HTTPS connection errors on port 443, and sometimes a "403 Forbidden" error.
Important Context: This problem began last week, immediately after we modified our server's Fail2Ban configuration to set a 24-hour ban time to stop some bot activity. We believe this action accidentally blocked legitimate users from shared IP ranges in Ireland.
To fix this, we have since completely removed Fail2Ban from our server. The service was stopped, the package was purged, and we have manually deleted the /etc/fail2ban configuration folder to ensure no old rules remain.
However, despite completely removing the cause on our server, the block for our clients in Ireland still persists. This strongly suggests that an automatic block was triggered on your network that has continued even after the original cause on our server was fixed.
We have performed an exhaustive investigation to confirm the issue is not on our server. We have verified:
Cloudflare: There are no blocking rules or security events in our Cloudflare account.
Plesk Software: All Plesk-level security software has been ruled out (Fail2Ban is purged, Plesk Firewall is not installed, ImunifyAV has no firewall).
Server OS Firewall: The server's own iptables firewall ruleset is clean, and the UFW service is confirmed to be inactive.
This comprehensive diagnostic process proves the block is not on our server. The issue must be an upstream block on your network infrastructure.
Server provider have advised they did nothing to cause this (and makes sense was no issue to our dev built this new system but since reverting we all the above issues)
