Mikrotik freeradius implementation

I want to get a Mikrotik to authenticate local clients from a central Debian freeradius/Daloradius server by their MAC address, then push a rate-limit and authentication access out to the Mikrotik, which will provide a rate-limited DHCP lease to the client. I have attached a network diagram. I have this test network built and working (not in production), and am working on freeradius authentication, but don't know Mikrotik implementation very well. All the routes in the diagram seem to be working. My freeradius server seems to be working.
