MikroTik Router Support Needed (RouterOS)

I'm looking for experienced MikroTik Router support and in-depth knowledge of RouterOS. We have a CCR2004-16G-2S router. We need to setup Queue with fast-track disabled so that we can limit a SFP port to 4Gbps, while the main uplink to the router is 10Gbps.
We also need help troubleshooting why the server connected to the SFP via cat 8 is not getting connectivity. Maybe the SFP needs to be configured?
