Looking for top network engineer / proxy developer

I am looking for someone who knows how to create private USA back connect static residential proxy pools. My users would connect to the server IP and they will be assigned certain amount of static proxies. These IPs can be rotated after 24 hours and need to be clean and works on all websites. Speeds need to be good too 300-500ms range. I am not looking to resell from another provider such as smart proxy or Oxylabs. I would like to create my own private pools that only my users can use.
