Develop a network performance tool

I am looking for a skilled developer that to create a network performance tool that can analyze a Wide Area Network (WAN). The tool should be able to measure Bandwidth, Latency and packet loss metrics. I am open to suggestions for programming languages and platforms, but it should be a platform-agnostic tool. The ideal candidate should have experience in network analysis and performance optimization. Additionally, the developer should have experience in creating tools that can handle large amounts of data and provide clear and concise reports. I think of two appliances that are installed on both sides of the site to carry out the measurements, and that allow their configuration and analysis through a web interface
