Create a technical implementation plan

You received a project sold by the Sales and Pre-Sales area with basic information about the solution. To implement you will need to collect specific information and detail the activities, solutions and tools needed.
Scenario - Cloud:
In the proposal/contract it is only foreseen that there will be two servers at BemeCloud (Beme Telecom Private Cloud) with VM resources (2vCPU, 4GBvRAM and 500GBvDISK) and a 1TB cloud backup. It says nothing about which applications, connectivity features, network configuration and security aspects.
How would you develop this customer's technical deployment plan, what actions needed, what information relevant to delivery, what tools could be used, and how would you best perform the configuration?
(You can consider in the solution any orchestrator, any virtualizer, any software, the best possible connectivity and the best security practices, the objective is to know the broad knowledge in this scenario).
Scenario - Network:
In the same project, 100 APs are planned to be distributed in 15 locations (headquarters + 14 stores). The stores are mixed environments, where there will be customers/visitors and employees. Everyone will access the networks through APs, but visitors will only access the Internet and must be registered/authenticated for security reasons. The requirements are that corporate users use centralized authentication (consider Windows environment) and visitors/customers are authenticated in specific portal. It doesn't talk about how the network will be interconnected.
How would you develop this customer's technical deployment plan, what actions needed, what information relevant to delivery, what tools could be used, and how would you best perform the configuration.

All security policies should be applied centrally, it should be granular but not at the user level, it should perform connectivity and equipment redundancy to the headquarters and the usage and traffic information should be stored in a repository and allow for generation of real-time threat reporting and alerts.
