Broadband ping erratic and causing severe lag / Fortinet firewall / F2000 Modem

Broadband ping erratic and causing severe lag. Line tested perfect by ISP. Modem replacement ordered but I believe something on the network is causing issue. We use a fortinet 100d firewall and the modem is f2000. I need help to diagnose if the issue is caused by a device on our network
