Assistance with parental control system configuration

I'm currently looking for some assistance in configuring parental controls on Windows and WiFi Router for my sons. I've tried multiple solutions but for some reason, the little hackers are always finding ways to sabotage the controls I put in place.
I would like someone who has experience with Windows administration and WiFi Router configuration, preferably someone who also has experience with parental control software.
This project would be working with me on an hourly basis to address the issues as they arise.
