Consultancy for natural language processing AI

We need an AI/ML solution for stock prediction (similar to another job post but this is Option 2) with NLP to analyze news and articles in Vietnamese for ertain semantics (not just words/phrases ) to answer quetions like:
Is the given statement true or false about the content of the article (statement example where phrase 1 is a short predefined Vietnamese phrase: [phrase1] price [is/will be] up).
