A QR code based data retrieval webapp

I'm seeking an experienced developer to create a web application periodically scan designated Excel files, extract data, and update in our centralized SQL database, and allows users to scan qr code, and get data for that qr code from DB. This would be deployed in production running 24/7, so app should be production ready , also with some maintenance strategy.
