User speed monitor

Hello guys, I need of a software to monitor user internet speed. Like it is an client server module application. If a user internet was less then the given field. The user must report to the server. Like need to get a alert message. I need to modify the internet required field when ever i need. From cilent side to get the internet speed application start on startup or need to open. Anything is ok. I think must of guys use phython only. Importing of speedtest module to cilent does not take more memory. So while running the application it must less then 200 mb max 250 to 300 mb ram consumption. For backend sql lite we can use total users are going to in the database come near by 1000 peoples. If the user failed i need a alert message on seprate area.
