User Database Implementation on Website

PLEASE READ I am looking for 1 individual to work along side its ok to bring in another poerson on some tasks but the whole project should be 1 on 1 with me DO NOT REPLY if your outsourcing it to another I'm looking for an expert to implement a Relational Database (preferably MySQL or PostgreSQL) on my website to store user information.
