Translate and optimize MySQL query for PostgreSQL

I have a MySQL query that needs to be translated (and optimized) for PostgreSQL. It's a relatively simple script that builds a table from flat files through a series of incremental steps. The query needs to be converted to PostgreSQL syntax and it also needs to be optimized wherever possible. The flat files used represent many millions of rows of data, so performance and query efficiency is important.
