Tally ERP customizations

Hello,
We are using Tally ERP9 multiuser program for our trading company. We need the below customizations by a programmer or a set of team who specializes.
Tasks that we require currently:
1) We require a tdl that checks and stops any vouchers or transactions that will make our inventory go in negative. I know that there is a feature in tally that stops negative vouchers but for example when we make a Sale Order voucher and convert it into a Invoice, the system accepts negative inventory automatically.
2) We require a security control feature that will make certain vouchers like cancellation or modification of vouchers go into a temporary mode which becomes permanent only after permission is granted by the admin user. The permission needs to reach the admin by email intimation or an app. This requires general programming knowledge
3) We require to hide costs from our employees. There is this feature in Tally that hides cost, but currently it shows standard cost to every user. We want to completely hide costs for certain products that we chose. So the option also has to be inside the items creation master file.
These are the current basic features that we are currently looking to modify, but we generally require someone with the skills all year round to make modifications as per our liking.
