System Administer to Fix Web Site Timeout Issue with Large Database

Hi,
We have constant timeout issue with no site we built with over 40k products. We thought it related to a plugin called woosa which imports 16k of the products. However, when we turned it off on our dev site and left it on our live site the dev site was still extremely slow.
We have tried turning off cloudfare settings to ignore large data requests but also hasn't fixed the issue.
We do not want random developer for this project we only want expert in
Database managment which might be timeout due to large database
Web server and system admin who expert in optimixsing large sites to not timeout
Possibly need someone to review the plugins on the site to make sure none of them causing it.
Must liase with out full stack developer before any changes made and also to get full overview from them of what we tried so far so work no repeated
Project be milestone be released on basis of issue fixed and not recurring within 7 days of fix!
