Reprogram Quotes & Jokes Website

We look for a professional web developer with SQL, PHP, Zend / Laminas / Wordpress and coding knowledge that can reprogram / uplift a existing and working quotes & jokes website (Mobile compatible) from Zend 1.12.2 to Laminas and from php 7.4 to php 8.3 where all current functionalities are covered (front & backend). We are also open to lift the whole project into wordpress, hence it would help to administrate the site, but this is only a option if all existing functions can be covered. The site has a database with keywords, authors, topics and pictured as well as a ranking system of the quotes. Also a improvement on current site loading speed fot most ranked quotes should be improved. SEO is also covered well now but some improvemtns might help too. We need a clear proper coding without old non required framework & non required elements are taken to the new version. In addition there will be smaller improvements (replace twitter Icon with X icon). We also have a daily changing quote & joke of the day. The backend currently works like that that we can activate / deactivate if a quote/ joke is appearing under quote/ joke of the day. We also can enable quotes/jokes appearance in the backend. Users are also able to submit new jokes/quotes (that have to be approved by admin prior visible). All working and in place already but might need some small improvements. Ranking system is based on all rankings from visitors in the past but admin should be able to overwrite it. All functions are currently working and it is very important that all functions of the site (Front End and Back end) will be tested properly prior going live. Therefore an understanding of the functions is crutial. In addition we'd like to add a new function that adds more quotes (Author 70 post mortem) and jokes matching our categories with the help of llm models automatically over the backend (import triggered manually and before published imported qutes / jokes and Authors are reviewed by admin).
